The purpose of the workshop was to conduct a review of the current FSM National Standardized Test for Teachers (NSTT). This review included an analysis of the purpose of the NSTT as well as an evaluation of each of the test papers. A set of recommendations for further action was also developed.

The NSTT consists of two components. Component 1 is a set of three test papers in English, Math and Science. The test papers were developed in 2005. Component 2 consists of one test paper on Teaching Competency, developed in 2011. All test papers are multiple-choice, except for the English paper, which is a cloze procedure.

Current Teacher Certification Policy (2012) states that passing the NSTT is a requirement for certification with a basic or advanced certificate.
