Curriculum, Assessment, and Research Specialist
 
The major goal set for the Curriculum, Assessment, and Research Specialist is to improve the instructional services for early childhood, elementary and secondary education.
 
The National Department of Education is responsible in setting educational standards in general.  One of the standards which we have in place is the curriculum standards and benchmarks for all the schools in the FSM.  Based on these standards and benchmarks, the NDOE is also responsible for developing assessment instruments which shall be based on these curriculum standards.  The purpose of these test instruments would be to evaluate the effectiveness of these standards in the classrooms and to indicate the direction of education through student performance in their learning and achievement. In recognizing these education outcomes which derived from student learning and achievement, it is equally important that research and development studies are conducted both from outside and within the FSM to indicate effective practices that may be promising for improving the education system.
 
The National Minimum Competency Test (NMCT) in Reading and Mathematics are the only FSM nation’s educational student assessment instrument developed by the combined efforts of the FSM state educators and FSM national educators. They come in series of test batteries that are to evaluate student learning and achievement based on the sets of standards and benchmarks describe in the FSM National Curriculum; although the nation is yet to develop Science component for the entire package.  The first component was designed for reading and it was administered to all 6th, 8th, and 10th grade students across the nation. The second component was designed for the mathematics and it was administered to 4th, 6th, 8th, and 10th grade students across the nation.  Pacific Resources for Education and Learning (PREL) was fortunate to be selected as the consultant agency for the design of this assessment tool, in concurrence with the different assessment teams from each state represented each grade level.
