The FSM Department of Education Special Education Program is the government entity (State Education Agency, SEA) responsible for the general supervision of special education and related services for children with disabilities from birth to age 21, and their families. Special Education Programs are established within the four State Departments of Education (Local Education Agency, LEA) to assist in providing free appropriate public education (FAPE) to children identified with disabilities in the least restrictive environments (LRE).
The SEA facilitates the planning, implementation, and evaluation of special education services in the four states. The SEA is required to prepare an annual performance report (APR) and a State Performance Plan (SPP) of its program implementation in the four LEAs to the grantor agency, the US Department of Education Office of Special Education Program (OSEP).
Special education and related services throughout the FSM are funded through the US Individuals with Disabilities Education Act (IDEA), P.L. 108-446), and is supported by FSM P.L. 14-08.
