Monitoring Visit to Yap State Department of Education


The Secretary of Education has conducted a monitoring visit to Yap State Department of Education (DOE) to follow up on a management audit conducted in the department late last year. The audit was conducted in accordance with FSM Education Sector Grant 2008 Special Conditions, Section (c)(2). The purpose of the audit was to provide administrators with decision-making data for reducing staff and improving efficiencies.

On April 1st 2009, the Secretary met with members of the State Board of Education, the State Director of Education and members of staff at the DOE. He was accompanied by Mr. Burnis Danis, Chief of Basic Education and Accreditation at the National Department of Education (NDOE) and Mr. Kevin Walsh, NDOE Curriculum and Standards Specialist and author of the audit report.

The audit identified 122 criteria representing national and state laws, mandates and policies governing the management of the Yap State Department of Education. Of these, the DOE was determined to be in compliance with only 15 criteria, a rating score of 12.29%.

Acting on his mandate to set standards for administration, programs and facilities, the Secretary called on the Yap State Board of Education to address the large number of non-compliance issues identified by the audit. The Secretary further required that the State Director of Education develop an improvement plan to address issues of non compliance and provide regular progress reports.
